By introducing flat lottery odds for teams with the fourth- through 10th-worst records and establishing a relegation zone that penalizes the three worst-performing teams, the league aims to discourage the practice of intentionally losing games to secure high draft picks.

This structural change also expands the lottery process to include all of the first 16 picks, moving away from the previous system that only drew the top four. As teams adjust to these new incentives, the league anticipates a departure from the recent trend of late-season tanking, which had previously led to a surge in blowout games and the reliance on fringe players during the final weeks of the schedule.

Impact on Competitive Balance and Blowout Rates

The 2025-26 season saw a record-breaking 281 games decided by 20 points or more, accounting for 22% of all contests. This trend was particularly pronounced in the final months of the season, with one-third of games involving bottom-tier teams ending in lopsided defeats from February onwards. With the new rules removing the incentive to lose, the league expects a more competitive environment in the spring, potentially reducing the frequency of these blowouts.

The shift is also expected to impact the league's top contenders. Previously, elite teams like the Oklahoma City Thunder benefited significantly from facing opponents that were not prioritizing victories. Data from the 2024-25 season showed that the Thunder’s point differential was significantly higher against teams actively seeking losses compared to those competing for playoff spots. By forcing bottom-dwelling teams to remain competitive, the new lottery structure may narrow the performance gap between the top and bottom of the standings, likely leading to more teams finishing in the middle of the pack.

Roster Management and Future Implications

One of the most visible changes will be in roster composition during the final stretch of the season. In previous years, teams frequently sidelined stars to prioritize development for unproven players on 10-day contracts. Under the new system, teams are less likely to resort to such extreme roster maneuvers, as the marginal gains for lottery positioning no longer justify the practice. This shift is expected to provide fans with a more consistent product, featuring established rotations rather than temporary lineups.

However, the new rules may not eliminate all forms of strategic losing. Teams that do not control their own 2027 first-round picks—such as the Brooklyn Nets, Milwaukee Bucks, and Los Angeles Clippers—may still face unique incentives. Because these teams cannot benefit from their own high draft positioning, they may approach the season differently than those who own their picks. Additionally, restrictions preventing teams from winning consecutive lotteries or picking in the top five for three straight years could lead to complex, long-term strategic planning. While the new lottery system is designed to foster a more competitive league, its full impact on transactional behavior and on-court outcomes remains a developing story for the 2026-27 season.
